The Regional Recovery Committee model ensures that recovery efforts in Tasmania are tailored to the unique needs of each region, as well as to the different impacts that have been experienced by different communities and sectors within each region. The committees are helping to foster collaboration between communities and organisations in each region – ensuring that all recovery efforts are well coordinated.
This approach was recommended by the Premier’s Economic and Social Recovery Advisory Council in its interim and final reports.
Committees are responsible for:
- identifying the specific impacts of COVID-19 on their region and the region’s priorities for recovery;
- recommending government-led recovery activities, and enabling community-led recovery activities; and
- supporting the Government in the ongoing response to and recovery from COVID-19.
- The committees are responsible for both recommending government-led recovery activities, and enabling community-led recovery activities.
CRRCs are not directly responsible for delivering or coordinating projects. Any
community-led, place-based initiatives enabled by CRRCs need to be delivered either by an existing organisation or group that is endorsed to do so by the CRRC, or by a working group or sub-committee of the CRRC.
The establishment of any sub-committee or working group needs to be approved by the State Recovery Advisor, or their delegate.
CRRCs are able to secure the resourcing required to support community-led initiatives through:
- existing Commonwealth, State, local or philanthropic grant opportunities; and
- financial, in-kind, or business-as-usual contributions from other regional stakeholders.
Specific funding for CRRCs may be provided if required, subject to normal State Budget processes.
Each member is appointed to represent a particular sector, demographic or community within their region, with a particular focus on groups impacted by COVID-19 and Tasmania’s response. As such, members are expected to:
- faithfully provide as complete a representation as possible of the views, interests, and aspirations of the community or sector the member has been asked to represent; and
- regularly seek feedback and input from other members of their sector or community, and feed any views and advice received into the decision-making processes of the committee.
Community, Tasmanian Aboriginal, and youth representatives are paid sitting fees for their involvement and are reimbursed any costs involved (such as travel expenses).
Due to the complex and relatively time-intensive nature of the work of the RRCs, the specific youth representative position on each RRC is filled by a young person aged 18 to 24 years. This is in line with the UN definition of adolescents and young people (young people), however, the Government is keen to ensure that all young people, aged 10 to 24 years, have an opportunity to shape and contribute to Tasmania’s recovery from COVID-19.
Each Committee will identify opportunities for all young people to meaningfully contribute to their work. This is expected to happen in the first half of 2022.
The frequency and timing of CRRC meetings is determined by the membership of each CRRC. On average, however, each CRRC is expected to meet once a month.
Each committee member is expected to commit the equivalent of approximately three days per month to CRRC work (on average), including meetings.
CRRCs are expected to hold meetings at a time and place that suits all members, with a clear agenda, agreed meeting principles and behaviours, and equitable deliberation and decision-making.
Engaging with communities and organisations in each region is a critical part of the work of the COVID-19 Regional Recovery Committees.
